Not according to http://nm.debian.org/newnm.php ; it claims that in
order to even *apply*, you need
(1) knowledge of Debian principles
(2) GPG key signed
(3) work ready -- e.g. a package prepared
(4) read the docs
(5) already have an advocate
And if you dare to apply without fulfilling all of these criteria, NM
reserves the right to sulk for 3 months before processing your
application. ;-)
As someone who is eager to become a Debian developer, I can tell you
this setup is more than a little frustrating...
