average days is not computed correctly, and should be considered an
artifact.

max days is mis-named. It actually represents current waiting time. As
this waiting time has been decreasing, this value actually represents
least days waited by an applicant.

I've asked Craig Small about this, but haven't yet gotten a reply on this
issue. (He is very busy, I'm sure) The math is clearly fubar, but Craig is
the author and I leave the resolution to him ;-)
