If we're going to respond in a civil way to reports like these rather
than flaming users who submit reports them, how about something like:
You failed to meet one of the prerequisites for reporting bugs
to Debian. First, install Debian following instructions at
http://www.debian.org/releases/stable/#new-inst . Then, if you still
have problems, you may report them to bugs.debian.org. Otherwise,
please report your bug to redhat.com.
