Yes, but this only holds for http://security.debian.org/.
http://security.debian.org/dists is located elsewhere.
I encountered this problem since I had to access potato/updates from a host
without name server. But just typing in the ip number didn't work. In
between I did find a solution though, since the archive indeed is on
pandora. I just added debian-security as root directory and all works well.
