Sure. If it ever worries you enough, submit bug reports for any
package you find misclassified.

libs, to me, is where it is because there are very rare circumstances
where you actually want to install a library, instead of installing
a program or a devel package and letting the library be pulled in by
dependecies. You should never have to worry about anything in that
library section.
