I think /usr/doc is needed by some applications. But the current policy states,
that documentaion should be available also in /usr/share/doc and other applications
expect the documentation to be there.
Maybe the best and easyest thing would be to make a symlink from /usr/doc/xfstt
to /usr/share/doc/xfstt. I think the xfstt maintainer should spend 30 seconds to
put this into his package.
BTW, the vim documentation has some strange things too. I think documents such as
tutorial.txt should be available also in /usr/share/doc/...
