agreed.

"too high a price"? telnet???
disabling telnet and installing ssh is one of the first things i do
on any new system i build - solaris or linux.
actually, i'm exaggerating a little - on linux, i usually install
telnetd-ssl and telnet-ssl and use tcp-wrappers to allow access only
from my local networks (just in case the ssh daemon dies). on solaris, i
just disable telnet.
