It's spam sent to submit@bugs.debian.org; if you encounter it, reassign it
to the "spam" pseudo-package, so the Debian spamfighters can send complaints
to the ISPs involved.

AFAIK, the BTS runs in an mx domain of its own, and handles its email
itself; apparently its email configuration does not include (effective) spam
filtering.
