What happened to Hold, from dselect? Isn't APT satisfying such
compatibility issues?

I would suggest that packages marked "on hold" should be considered to
satisfy any dependencies on them. This would provide a mechanism for
satisfying the strict dependency criterion while maintaining a
non-standard system. This would be useful for several purposes. 

As described previously there are reasons to unpack, and not configure, a
package. By putting that package on hold, it would satisfy the strict
dependency criterion, without defeating the needs of the installation.

There has been repeated conversation in the past about the problem of
satisfying dependencies with packages that are built by the local sysadmin
and installed in local. Putting such packages on hold, with the above
interpretation on what that means, would allow dependencies to be
satisfied by local packages.

In addition, different packages (whether in local, or another debian
package) that satisfy a dependency which is not known to the current
system (something like fetchmail replacing the functionality of popclient,
but without the cooperation that was present there). This would allow for
the repair of a buggy depends as well, without "breaking" the install, and
without waiting for the package to be repaired.
