I think that the idea is to be as conservative as possible about
introducing new and possibly broken code.  For example, one of my packages
has the tempfile bug.  It also needs to be rewritten in perl.  The best way
to fix that bug would be to rewrite the package in perl, thereby completely
eliminating the need for tempfiles.  However, this would risk introducing
new bugs, so instead, I will upload a version revised to use mktemp to
frozen, and work on getting a perl version into unstable.
