A standard hierarchy for both bins and docs (Was: Bug#19076)

As there are far more packages using menu/dwww than dhelp, I'd rather
suggest we use the hierarchy suggested by the menu package.  It also
more nicely structured, with sub-levels.  dhelp AFAIK only suggests a
one-level deep structure, which is not sufficient for the number of
doc we currently have.  Think about the info dir file, as an example.


OTOH, use of menu is policy.  Though use of doc-base is not yet, I
expect it to become policy for 2.1.  For consistency, I think it would
be necessary to use the same menu structure for binaries and their
docs.

As menu is now standard, it seems clear to me that we would use this
one, rather than the flat one suggested by dhelp.


OTTH, dhelp provides a translation mechanism, which menu doesn't
(yet).  We should probably setup a mechanism to use the same
translation repository. I suggest standard message catalogs for this.
