The US has no encryption laws.  It has munitions export laws, which are
interpreted as applying to encryption software.  At times, these laws have
also been applied to other software.  spice is an example.  The same fools
that think they can prevent Saddam from keeping his plans secret by
preventing the export of pgp think they can prevent him from designing
fancy electronics by preventing the export of spice.  Whoever put that
silly statement on spice probably thought he was thereby complying with the
munitions law (he wasn't).

It may now be legal to export spice.  Ask Bill.
