I assume you mean a web-based system for manipulating bug reports,
i.e., changing severity, refiling to another package, etc.

The problem with this idea is tracking and audit trail.  Sure mail can
be spoofed but web can be spoofed even more easily.  How are you going
to restrict who can do what?  How are you going to track who is the
one making the changes?
