More to the point, it's safe if we have an /etc/init.d/network that doesn't
attempt to do masquerading at all, i.e. merely compiling it in or including
a module for it has no effects at all. I think it should be included.
I don't think we should attempt to configure it by default, because most
systems won't need it (obviously, only routers will).
