smail policies

I posted about this a few days but got no reply.
The berolist package installs fine with smail, but doesn't
not work; mail sent to the list bounces due to a configuration
error from smail, which I don't understand. Both berolist
and smartlist seem to want newaliases which is not part
of smail, only sendmail. The package maintainer for berolist
tells me he's never tried it with smail, only sendmail.

It's my understanding that smail is the standard mailer on debian.
Shouldn't all packages work with smail, or otherwise
Require: sendmail? There seems to be no mailing list package
that works with smail, and this is a bit disappointing.

thanks,

Hamish
