packages directly into stable



Since there has not been a concrete decision on how to keep
buggy packages out of stable I make the following proposal:
All package upgrades, except security fixes, must reside in unstable
for one week before being placed into stable.

This could probably be automated. Only if a package has priority: high
should it be able to go directly into stable.

There would have to be an exception for Christoph though. There
probably hasn't been a single version of debmake that has made
it a full week in unstable before being replaced ;-)
