Bug#2399: POP3 daemon broken in netstd 2.0

This is under the netstd uploaded today.
POP3 always returns a no-permission error on my mailbox. It then leaves a
lock file in place, so any subsequent attempt to read the mailbox hangs.
It breaks even if I make the mailbox mode 666. It's able to create the
lock file, so it's not a directory permission problem. It's easy enough to
test:

(as the super-user)

/usr/sbin/in.pop3d
USER your-name-here
PASS your-password-here

It gives the error at this point.
