Bug#2244: run-parts shouldn't complain about directories

I use RCS to keep track of the different changes that I make to system
files.  (This has saved me more than once.)  This means that I have RCS
directories sprinkled all over the place.

One of those places is in each of the /etc/cron.(daily|weekly|monthly)
directories.  run-parts shouldn't complain about the directory during
its run.  It should notice that it's a directory and skip it.

run-parts: component /etc/cron.daily/RCS is not an executable plain file
