Changes to the PHP related teams

In the last couple of years the PHP packaging in Debian was done in two main
teams: "Debian PHP Maintainers" and "Debian PHP PEAR Maintainers". The general
division between the two is PHP itself and the various PHP related packages
(extensions and applications). Along side the teams, there are many maintainers
contribute to the eco system by maintaining packages alone.
Following the PHP 5.4 transition done in Wheezy, it seems that the packages
maintained in each team should be changed for future transitions. This led to
introducing the "Debian PHP PECL Maintainers" team which will take care of the
various PHP extensions, letting the "Debian PHP PEAR Maintainers" focus on
applications that use PHP (arch:all packages). Hopefully, this will also free
the "Debian PHP Maintainers" team to focus on PHP itself.
We would like to welcome maintainers of PHP extensions to join the new team,
help co-maintaining the packages or getting help with the packages you already
maintain.
