I personally think we'd probably do more to hold off on a freeze for the
immediate moment and instead implement package pools now.  It'd still let
new packages get uploaded but it would force them to be working and tested
before they go in to potato.

I am highly objectionable to freezing with more than 250 RC bugs and boot
floppies that won't be ready for two more months.
