No.

Because noone stepped forward to package it.

I haven't used pgcc myself; from the webpages I get the impression it may be
too flashy for my tastes (emphasising speed over stability/portability).

pgcc is EGCS-based nowadays, so if you want to maintain pgcc packages, be
sure to coordinate with the EGCS maintainers on the debian-toolchain list.
