The problem is with the FTP service in NT IIS.  It doesn't honour the REST
command (actually does, but accepts only REST 0 , which is kind off
pointless but standard-complying).  wget and ncftp have the same problem.

I lost track of the thread, could someone forward this to the upstream
author?
