That's facist.  :)

Policy *could* be don't upload a package that isn't lintian clean w/o a
compelling reason.  I would object to 1) forcing the use of any one tool
(Heck, you want to roll your own deb, I'm sure it could be done w/o using
dpkg) and 2) auto rejecting a package based on lintian.  There are many
legitimate reasons why lintian would report and error that *should* be
ignored... those get added to lintian's override file.
