Intent to package: [Biology] Fastlink

Fastlink <http://linkage.rockefeller.edu/soft/fastlink/> is a translation 
(from Pascal to C) of the general pedigree programs of Linkage. It is much 
faster.

There is no licence (no licence at all) in the original package but the 
author, Alejandro Schaffer, agreed to distribute it under the same terms as 
Linkage (some parts were automatically translated by a program and not 
modified after, so it is reasonable to regard it as a "derived work", in the 
GPL sense). Linkage will be distributed under the GPL.
