Please do not confuse "release critical" with "severity: important" again.
It is up to the release manager to decide whether a certain bug
should delay the release or not.

When I file a "Severity: important" bug, I'm using the definition of
severity in the web bug pages: "bugs which makes the package unsuitable
for release". It is still my opinion that the great number of
package conflicts and wrong dependencies make the ftp.debian.org as a
whole unsuitable for release, but I will of course respect the opinion of
the ftp.debian.org maintainers on this.

When Richard demoted some bugs to normal he said:

"It is much easier to fix them only in unstable."

At least, this is something to worry about.

Does this mean that the ftp.debian.org admins do not plan to fix any
other bug against ftp.debian.org (slink) before release unless it is
"severity: important" or higher?

I just hope that this is not the case.
