Please note that the best way to put people in the relevant groups for
cdrom and audio is to edit /etc/login.defs and uncomment the
CONSOLE_GROUPS entry there.

That way, everyone who logs into the console will automatically be added
tothe named groups.

This still leaves the problem of people opening those devices in long
running processes so they can continue using them, which should be fixed
in the kernel.
