Did you package that library? I've managed to bundle that lib (as well
as the app, ktoblzcheck, and the -dev), but, unfortunately, my
debian-contacts have not replied to my wish to become a maintainer,
yet. The library (0.4 just building) is available at
http://gecius.de/linux/debian/ (i386 and ppc).
