I disagree. There is obviously a consensus on a number of important issues,
such as that making all ports adhere to the lowest common denominator is more
important than letting a few ports catch up with time.

Direction need not come from on high, it more often evolves from long
discussions in developer mailing lists. That does not mean it does not exist.
