No, the whole point of /run is for it _not_ to have to be on the root
partition, but, unlike /var, for it to definitely be local.

Also unlike /var, but like /var/run, files in /run would not be
persistent.


IMHO the better method is a short living:
/var.tmp
After we mount /var, we move /var.tmp into /var

So: after the boot process all is "normal", so
it is a small talk to few maintainer to handle the /var.tmp,
without create the usual caos on new issue

And we can handle also other writeable files.
