"should" I'm not going to get into... However, the DHCP clients usually have a configuration file you can edit to tell it not to mess with the resolv.conf settings. Of course, if /var/ is not local, then the DHCP client can't very well write to it before DHCP's run and /var's been mounted. Actually, I do wonder what the behaviour in /etc/resolv.conf is if you've got two DHCPing interfaces...
