Not completely. Sometimes packages are removed. I also have the impression
sometimes conflicts occur for other reasons. A good example are hardening
packages. Usually you cant install them cause they conflict with the testing
version since they accept only (fixed) unstables.

So dependencies are not 100% smooth, but pretty consitent.
