It was built on kullervo, which has version 2.0.4 of debianutils
installed in its unstable chroot.

It's just slow overall. SSH Protocol 2 requires quite some processing to
set up a connection (which is a good thing, obviously). 10 Seconds on
any box going slower than ~100Mhz is normal.
