Under default configuration, there is no group wheel with the name wheel
but functionality of wheel is offered to you under group root if you
activate it through PAM configuration.

You can assign its functionality to any group through PAM.  If you
create group wheel, and set it with PAM, you will get wheel group :-)

 From my /etc/pam.d/su

# Uncomment this to force users to be a member of group root
# before than can use `su'. You can also add "group=foo" to
# to the end of this line if you want to use a group other
# than the default "root".
# (Replaces the `SU_WHEEL_ONLY' option from login.defs)
# auth       required   pam_wheel.so
auth       required   pam_wheel.so group=adm
