I happen to have choosen a side on this issue, but you're right.

The whole problem is that practice HAS both camps.  All proper conffiles and
some config files managed by postinst understand deleted as a proper state.
While some config files managed by postinst don't.

This is inconsistent behaviour, and it is bad.
