Yes, but it is somewhat working.
We have faced a problem when trying to use a second charset for 
a specific language, like in the "second-stage installer for boot-floppies"
problem.

I am not saying that here.

A character in Unicode may map several characters in different languages.

Which is orthogonal to round-trip-convertion problem which is discussed.
