Just an idea:
Bugs opened against a *woody* package are labeled "woody <testing> sid"
by default.
Package gets installed into sid, sid tag gets removed. Package gets
moved into <testing>, <testing> flag gets removed. Package gets moved
into woody, woody flag is removed and bug is marked as fixed or closed.
