since every package has man pages (as of policy) I dont see use in adding
the dependency to man-db to all debian packages. I would prefer to add
man-db to the essential packages and make the system update those
automatically.

Well, we could fix that by adding a version number to the dependency of
libc6 and lsb to mandb. On the other hand, enforcing man.db to installed is
clearly the wrong choice, since it makes the live of ppl harder who do not
need docs but want a small system.
