Not really, depends on how you implement it.

Custom applications can always be better optimized, but there is
eomthing to be said for a standard format that already supplies a lot
of the desired functionality (easily converted to other formats, support
for translation and internationalization, no need to write a parser
since any XML library will work (and those are available for lots of
different languages so you can script the menusystem easily))
