Instead of using this profile configuration file I would suggest to use
a program to choose the package installation method.
Each level would change the interpretation of a package recommendation.

If a user is in a newbie level, a simple apt-get install gnome would
install all mandatory software but also the recommended ones
automatically.

In a manual level, everything is done manually as it is done nowadays.
