The ipkg format supports preinst/postinst/prerm/postrm scripts -

Yes, it's for installing to external storage (like a compact flash
card, a microdrive and so on)
The familiar distribution will probably change to dpkg in the long
run, but when it was started dpkg wasn't really an option.
