One problem seems to be that there is no way for end users to know what
the language is going to be like before downloading the package.

Would it be possible for some third party (non-debian) site to create a
Packages file (for use by apt) that points to the Debian archive for deb
packages, but simply ommits packages that are deemed to be offensive?

This could have other applications I think too, by limiting the size
of the Packages file by only including stuff that is likely to be of
interest.
