On the surface it appears to be a good idea: give the release manager
another option 3:

1. accept package for new release.
2. don't accept package for new release.
3. revert to fall back package.

However,

Just because the package is suitable for the last release does not
automatically make it suitable for release in the next release, due to
changes in policy, other packages this package depends on, etc.

Maybe modifying to this would be better:

3. revert to fall back package in unstable, and wait for it to
get into testing using normal testing process.

However, another issue: what affect would this have on mirrors (which I
hear are having big problems keeping up with the bandwidth and storage
requirements for Debian)?
