apt-get install xpdf must provide the same set of binaries/other files.  That
is the only restriction.

What files you put in which debs doesn't matter, as long as the above command
does not change what the user would have installed on their system.

After the above change has been released into a stable version of Debian, then
we can remove the meta package.
