Well, i do not agree. This should not happen.
I always dealt with people that provided some reason: i found the
reason easily and it was detailed. Having only a notification didn't
hurt me.
Whenever i used the close command i provided some reason and when it was
not enough, i replied explaining what i did in detail.
If someone do not understand me, it is my fault and it's up to me to
make me understand. You should not spend time tracking down the
reasoning, you should ask (reopen the bug, at least).

This is the behavior i expect from other DD.

I use the close command correctly and i want to use it again. If people
do not use it correctly (with proper reason etc.), it's their own problem
and they should change their behavior.

You should ask for this.

We have a guides, manuals and policy, we can add a guideline for the
human to human interaction, if someone need it.
May be it's time to test, not only people's technical abilities but their
social aptitude too.

Here, is a sort of "offense" to be called engineer, but I understand what
you mean, and do agree with the concept but not with the *implementation*.
