I just tried this but the result is the same :

[eric@mrmimePOTATO:~/gdm-2.2.2.1]$ less debian/tmp/DEBIAN/control |grep Depe
Depends: , libpam-modules (>= 0.72-1), adduser, xutils | xbase-clients, gdm-cleaner
[eric@mrmimePOTATO:~/gdm-2.2.2.1]$

If that can help, I'm building for potato.
