I've seen similar problems with libterm-readline-perl-perl/libterm-readline-gnu-perl missing from the system. if I select text as my default mode for debconf and these are missing it then tries to fall back to slang, and can't fine libterm-stool-perl, and so on. Maybe this is a dependency bug against debconf.
