This is not a black or white decision. With a good standard, you can be
compliant and still have it your way. For example, the FHS does not forbid
that /usr/sbin is a link to /usr/bin. Just like you can have a link for
traceroute only.
The Hurd is another good example for a POSIX compatible system with a lot of
non-POSIXish extensions.
