	Heck, the admin has uid 0 access, they can hexedit /bin/sh if
 they wanted. The point is not whether the admin is allowed, the point
 is whether the modification is expected, and supported. If it is
 expected and supported, the comment in the file should be removed. If
 the modification is not supported, the file should not be in /etc.
