Ask anyone whose keyboard doesn't work right because its XKB description file is not quite right. Or someone who, e.g., feels that the Alt keys should generate Meta keysyms. People actually get quite passionate about their keyboards working the way they want to, so it is good to let them modify these files without having to disable XKB and use bad old xmodmap instead. -- G.
