There have been a lot of subrevisions of 1.13, Debian now includes 1.13.19.  I
would suggest you review the upstream changelog before raising a stir, and if
you believe anything reported on the yacdbak page is still relevant, take it
up directly with the tar upstream, perhaps by pointing that page out to them?
